This is another example of scam!
Very quickly, you will notice that his email address is using qatarexxonmobil.com but there is no such website! Immediately this should raise questions and doing a quick google search would review that he is sending this email to many and is a scam!

We wish to use this medium to inform you that you are needed as an expatriate in the on-going oil/gas exploration in Qatar. Your profile and qualifications were found via linkedin.com. I sent my resume, and this is what I got in response:
Dear Professional/Expatriate,
This is to inform you with gratitude that we have received your resume/CV and we are pleased with your qualifications and experience.Due to low voice quality in telephone interviews and communication problems, we have deemed it necessary for the interview to be conducted online to avoid inadequacies. Answer the questions on the attached interview form, sign and send back to us via email. Attached is our Online Interview Application form, kindly fill in your personal information and answer the questions precisely and correctly Submit the Online Interview Application Form as soon as possible (NOT MORE THAT 24 HOURS).
You will only be contacted if we are satisfied with the online interview questions/answers and your identification documents verified via the respective authorities.
